You should also check if the relay is getting sufficient voltage as you turn on the A/C. Inspect the relay wiring and ground connections. Bypass the relay with a jumper wire or route the voltage directly to the compressor. If the A/C works after doing this, you most likely have a bad relay. Aside from busted compressor parts, intermittent cooling may also be caused by a faulty lower pressure cutout switch and a problematic A/C control switch, among other things.
